JRSA is a consulting engineering firm, located in Austin, TX, with expertise in electrical design for federal, state, municipal, institutional, and private clients located throughout the State of Texas. Specifically, we specialize in electrical, instrumentation, and SCADA system design for new and existing water and wastewater treatment facilities.
Our Story
JRSA Engineering was founded in 1988 by James R. Schultz, P.E. as James R. Schultz and Associates. In 2010, majority interest of the firm was obtained by Elizabeth Segner-Zarate, P.E., and in 2013 we formally changed our name to JRSA. JRSA is registered as a corporation in the state of Texas and is registered with the Texas State Board of Professional Engineers to practice engineering. In 2016, JRSA Engineering became certified as a WBE firm with the city of Austin, NCTRCA, and SCTRCA, and we are also HUB certified.

Ms, Segner-Zarate has over 10 years’ experience in electrical, instrumentation, and SCADA design for water and wastewater treatment facilities. She has served as project manager on numerous projects throughout Texas, and has extensive experience working with cities and municipal water districts within central Texas. In 2010, she became President and majority shareholder of JRSA Engineering.
Elizabeth is a member of: Texas Society of Professional Engineers, National Society of Professional Engineers, National Fire Protection Association, IEEE, and WIE.
JIM SCHULTZ, P.E.

Bachelor of Science in Electrical Engineering, The University of Texas at Austin
Mr. Schultz graduated from The University of Texas at Austin, BSEE, 1960. Mr. Schultz has over 40 years’ experience in electrical, instrumentation, and SCADA system design and 30 years’ experience in working with water and wastewater projects.
Jim is a member of: Texas Society of Professional Engineers, National Society of Professional Engineers, National Fire Protection Association, and IEEE.
